Yes, you can write AP EAMCET and JEE Mains again if you are not satisfied with your previous result. You can give the exam again and if you get a better college you can change your college but you'll have to start from 1st year again in the new college. Also you'll have to manage your college and preparations together so you will have a very hectic schedule so plan accordingly.

No, there should be no problem in doing BTech after BSc. But the age factor may prove as a disadvantage for you. If your scores at BSc are good, there would not be a problem of two degree or anything of this sort. And the best way to combat this factors is to build exceptional technical expertise in your field. The better you prove yourself technically, the least these things will bother you.

BE/BTech is for students aspiring for bachelor's degree in engineering. They will have to appear for Jee mains paper 1. The paper 1 will comprise of mcqs from physics, chemistry and maths.
B.Arch/B.planning is for students aspiring for bachelor's degree in architecture or planning. They will have to appear for Jee mains paper 2. The syllabus will comprise of mathematics, aptitude and drawing.
So a student can either appear for paper 1 or paper 2 or both.

1) A candidate must have more than 60% marks in 10th and 12th (or diploma).
2) A candidate must have a minimum of 60% marks in graduation.
3) A maximum gap of 1 year is permissible after HSC(12th) and not after SSC(10th) or in between semesters of graduation.
4) A candidate should not have any pending backlogs at the time of appearing for Accenture selection process.
This is the criteria mentioned, it says that you must have 60 percent in 10th and 12th and you have 59 percent in your 12th, so maybe getting a job is not possible, but you can still try.

Iam studing in btech 1st year can i write jee mains again
It totally depends on the year of your appearing for class 12 boards exam. If you have appeared for your class 12 boards in the year 2019, then you can apply for Jee main 2020 as well as Jee mains 2021. you can also appear for Jee advanced 2020. But if you have appeared for class 12 boards in the year 2018, then Jee mains 2020 will be your last chance.
Please note that in a particular year you have two chances at Jee mains that is January session and April session.

you can do M.A. in english b'coz the degree of b.tech is completelly graduate degree & M.A. (any discipline) can do after graduation. so you are eligible for M.A. most of the university have course of M.A.(english,two years or four samesters) & prefer 50%marks of graduation.
many university also conduct entrence exam processing, so you can see syllabus official website of them.
Books are available in market(basically syllabus pattern will be same in gdaduation lavel in english sub.). In actual you can take help or guidance from english teacher.

Migration certificate has nothing to do with completing your coarse. Once the certificate is submitted to the college, it becomes the part of their document and so cannot be returned. You get a new one. You need to mention the reason of discontinuing and submit it. The board or council will provide you a new one after around 2 weeks.
