This depends on the college you are seeking admission to. Different colleges have different eligibilities regarding their Admissions in terms of minimum percentage, score in IELTS etc. Some may also demand a good GRE score while some may want good applications with statement of purpose. There are also different rules for scholarship which you must look up on the college website and try for. Ideally, you will be able to pursue MS in some or the other college in Canada by just the IELTS score.

See there nothing like what is best for becoming a scientist. Both degrees can lead you to path of becoming a scientist. Usually what happens in Physics is that there is a division of scientists called theoratical scientist which is often more conviniently done by opting BSc as not much technical application is required but both the profile are very good. You will haave to complete your PhD in either case. Whatever you see yourself doing in case you don't end up as an scientist take that.

Government job is good for secure future. Because now a days the market conditions are worsening and private companies are firing their employees in large numbers. Whereas in government job you have security. You can opt for government job in as CS engineer or can go for other feilds like banking, civil services etc.
No for scholarships your college or any authorities will ask you to give your parents income certificate. Your own certificate is not acceptable in any of the scholarships. Because your family income is taken into consideration for the purpose of scholarship.

See I would like to tell you that the information that you have provided about your rank is not enough in itself , please provide the Entrance exam that you took like TNEA etc. One the basis of that i will be able to give you information. Still you have a decent community rank you should be able to get colleges.

Initially during your btech tenure both subjects/branches has a lot of difference.As for mechanical you will learn about machine and its functioning while they will prepare to be specialized in aerodynamics.But when you will take aerospace for mtech than it will be aa great advantage for you being a mechanical student.It will help you to grab the topics easily and some might be related to.But initially it sill differ,but yes being a mechanical student will help you in future if you do masters in aerospace.
