The only time in your B. Tech when you can change your college or branch is after the first year because the syllabus of the first year is common for all the branches. And after that, you can not change your college if you are from Lateral Entry or from normal entry.

Yes you can easily get a job in Indian Railways after doing Btech ECE
You can also give exams such as:-
1. Railway Junior and Section Engineer(JE/SSE)
2. Railway Assistant Loco Pilot
Also you can give ESE or IES exam and become a group A officer in Signalling and Telecommunications.

JEE Mains is a National level Common Entrance test to get admission in NIT's and IIIT's. Yes, You can still write the JEE Mains 2020 exam. If you are qualified in the JEE exam and got a seat , you have to study from the first year. As you are in first year of Btech focus more on the JEE Preparation rather than your Academics. But make sure that you must pass the first year subjects.
