Based on current Central Teacher Eligibility Test (CTET) eligibility criteria, you cannot apply for CTET Paper-2 (Classes 6 to 8)  even with a Ph.D. in Sanskrit in 2013 without a Bed qualification. Yes definitely you can join another college and pursue another course even if you dropped out from your previous course and college without writing your semester examinations. However, you need to first collect TC from your previous college as it's a compulsory document and make sure to inform the other college regarding the drop out.

Yes, you can puruse M.Ed without having to do B.Ed as B.Ed is not a required degree criteria to be eligible for M.Ed. In order to apply for the M.Ed course, the eligibility criteria is that the candidate must have a graduate degree from a UGC recognised university with a minimum of 50-60 percent.
