Tech at the UG level must have scored at least 55% marks in aggregate while those who have completed a BA/ B.Sc/ equivalent degree must have obtained 50% marks.

Karnataka State Open University (KSOU) is the first open university in India. It was established by an Act of the Karnataka Legislature on 13th October, 1993. B.Sc and B.Ed is a full time four-year School of Education Integrated Self Finance degree course, and it is offered by Ravenshaw University, Cuttack.
The selection of a candidate for the course will be made on the basis of career marks (HSC onwards).
For candidates in the General category, admission to the programme requires a minimum of 50% in the Higher Secondary qualifying examination, without any additional optionals, if any. For ST and SC students, however, the eligibility requirement is 45 percent of the marks at the Higher Secondary level without the additional optional.

The answer to your question lies in the fact that you want to appear for UPSC with or without back up plan, see BA-BEd degree is really good option if you're aiming for career in teaching as a back-up plan, you can easily appear for CTET and state level SETs if you enjoy teaching, if you don't then you can simply pursue BA program or BA Hons in political science, history, geography, economics, public administration, sociology etc as there is considerable overlap with the syllabus of general studies and optional subject, in general the eligibility criteria of UPSC is passed graduation in any stream from a recognized university, there is no specific aggregate required in this case, you can appear even in the final year of graduation, and you need to attain 21 years as on 1st August of the appearing year.
