The fees of B.Ed course is between INR 5K to INR 2 lakhs. The Admissions are done on the basis of entrance exams and followed by a counselling process in most of the universities and institutions.

I do not think that you can appear for any councelling without appearing for the examination, because the councelling is based on the marks and the rank that you achieve in the examination and this decides which college you can get admission to.
