B. Ed is better known as the Bachelors in Education course which is a two- year course programme for the role of Teachers. If we talk about the Examination Conducting Agency- There are institute level, state-level entrance exams which a student must qualify for admission in B. Ed course.

I do not think that you can appear for any councelling without appearing for the examination, because the councelling is based on the marks and the rank that you achieve in the examination and this decides which college you can get admission to.
