No, you can't take admission in any private or govt BHMS college in India without neet. NEET is mandatory for taking admission in this course and college are allotted on the basis of your neet marks and rank.
NEET is a pen and paper-based exam conducted for admission to 91,415 MBBS , 26,949 BDS , 52,720 AYUSH, 525 BVSc, and AH seats.
BHMS is an undergraduate degree program of five and a half years including a year of internship. In BHMS, the candidate gains knowledge of Homeopathy medicine and surgery.
For admission to Bachelor of Homeopathy Medicine and Surgery - BHMS course in India, it is mandatory for aspirants to qualify the National Eligibility cum Entrance Test (NEET) entrance exam after passing Class 12 or equivalent examination.

See NEET UG score is mandatory for admission to BHMS course and one should have qualified NEET UG to be eligible for admission but with the NEET UG score that you have mentioned you would not be able to qualify for NEET UG but still kindly wait for the cut-offs because it will be released along with the NEET UG result which is expected in the very first week of August 2022.

When we look into previous year pattern, for getting admission in government medical colleges you need to get 440+ minimum. This mark could vary depending on level of exam, number of candidates appeared, number of seats available. So you have a good chance of getting admission in private medical college AP. You can also get admission in government dental colleges. You have a good chance in BAMS government medical colleges. Also other courses like agriculture, veterinary etc. Agriculture is different course with more priority to botany, plants, biotechnology etc. Course have good scope in future. It depends on personal interest.When we take career scope agriculture is better than BAMS and BHMS. But it depends on personal interest in subject. 35 mark is too low. Expected Minimum cut off mark for qualifying neet is around 137 for general category and 108 for sc st category. Only those who quality neet are allowed for counseling. So with 35 marks you won't be able to qualify neet thus you can't get admission for neet related courses. Better luck next time.

If you scored 460 marks in NEET enterance examination- National Eligibility Enterance Test which is conducted by NTA-National Testing Agency, The NEET cut offs for BJMC, Pune will released after each round of Counselling. The B.J. Medical college, Pune NEET cut off 2021.
It's depends upon each category such as
General category- opening rank is 33 and closing rank is 1448
OBC category - Opening rank is 1854 and closing rank is 3131
SC catagory- opening rank is 27591 and closing rank is 28606
ST Catagory- 43156 and closing rank is 58625.
The Minimum marks requirement in BAMS clearance is 113 for General catagory and 86 for SC/ST/OBC Catagory, As Management quota is oy for applicable for the candidates who have clearly the NEET exam, which done after the Counselling procedure.
The BHMS minimum marks required in NEET is at least scored 350+ for government colleges, Maharashtra AYUSH COURSES-BAMS, BHMS, B.N.Y.S AND B.U.M.S courses is probably granted, cut offs 2022 for 15% All India Quota seats is for reservation criteria students such as ST, SC OBC Catagory which is high in comparison to unreserved students like General catagory
Can be done by Ayush Admissions Centeral Counselling Committee AACCC, State Quota seats is 85% seats which varies from state to state.
