If you want to transfer your documents from earlier allotted college to newly allotted than you should contact the college authorities of earlier allotted college they will tell you about complete process or you can check out the information brochure of your state's counselling authority to get more details. Since you have not mentioned about the counselling authority so it is quite difficult to guide you accurately because different authorities have different norms so just reach out to the college authorities, they might help you in much better way for transfer of your documents.

Comparing two medical fields which follows different formalisms of medical practice aren't at all logical. Mopup rounds counselling are only done if there are still any vacant seats that are available to candidates.
