A candidate who has secured the qualifying marks and has met all the eligibility conditions for EAMCET are eligible to take part in the counselling process. The qualifying marks and cut off for candidates varies according to their category. So if a candidate belongs to the obc category they are eligible to apply for counselling under the obc category. The obc candidates will be required to produce their category certificate at the time of counselling/admission. I would like to inform you that according to the official rules you have cleared the NEET paper with more than the qualifying score so you are elegible for the ayush counselling and on considering the last year's statistics then you are can get admission in one of the Ayush medical collages of the Bihar .
At the present there are 4 medical collages in ayush in bihar you should go for the Governnment collage of patna if you are no able to get it then you should go for smsj,chapra ,it is also a very nice institute to pave the path for a bright career ahead.

If you want to avail Reservation benefits under Disabled Quota, you should present yourself before a before Medical Board in the State of Bihar. The disability certificate should be produced by an authorised Medical Board of the Govt. Of Bihar. So a PWD certificate issued by authorised Medical Board of the Govt. Of Bihar is enough for State Counselling. But for All India Counselling, you will need the certificate from any of the MCI approved Disability centres.
Hello aspirant, for getting a good government college you need to get through cut off. The cut off according to 2019 gmc bettiah, bihar was 577 for ur category that is rank approx of 13985.Well you belong to mbc category which falls under 3.5% population. The cut off for your category was 477 marks and above. The cut off changes every year so make sure the rank and the cut off on this links below.

It's quite difficult to predict that whether you will get seat or not as cut off marks for medical colleges keeps changing every year depending upon various factors like number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc.
But when we go through previous data then it suggests that with 571 marks you hold a little low chance to get a seat in Government Medical College
For example, in neet 2019, 575 marks for obc category was the lowest marks to get a seat in a government medical college under Bihar State quota and it was for Government Medical College, Bettiah .

With a rank of 3500 under SC category, chances for you to get into an NIT is pretty good. You'll surely get admission in you homestate NIT under HS quota. You can chack that using the college predictor or JoSAA website.
