Hi there,
Unfortunately not.
Bachelor's of engineering focused in Biomedical is not available in Jadavpur University.
The courses offered in the university does not have any biomedical specialization. But Mater of Technology or M.Tech has Biomedical engineering as one of the branch in the Jadavpur University.

There is a huge difference in both of these branches. They are not same to be precise.
See, Biomedical engineering is the engineering in the field of Biomedicine. It is a medical biology courses offered for clinical perspectives. However, it is a very vast and broader degree.
Biochemical chemical enginering is the enginering majorly focused in allied chemical engineering that also includes study of design and production of the biological components and objects.
The subjects and course level is different with different different opportunities to the candidates.
Eligibility criteria: The candidates are required to pass their class 12th with a minimum of 50% marks from a recognised board. The subjects must be Chemistry/Biology/Biotechnology.

Firstly, I would like to congratulate you on successful completion of your VITEEE exam. The cut-off trends keeps changing every year and it depends on the number of students attempting the exam, difficulty level, number of available seats, etc. With a rank near to 38,000, you can easily secure a BioMedical seat in Vellore campus in 1st or 2nd fee categories itself as the cut-off for the same was 45,000 in the year 2016. But, the cut-off for the same was 13,000 in the year 2015. So, just participate in their counselling process to know the exact cut-off of this year.

For your VITEEE Rank you have decent chances of getting B.Tech Biomedical Engineering in Vellore Institute of Technology, Vellore based on previous year's cut-offs but might not get Category 1 or 2. But cut-offs varies from year to year and depends on various factors. You can try for B.Tech Biomedical Engineering in Category 3 or 4 or 5 but you need to pay extra amount apart from regular Tution Fees as per College instructions.

In these colleges or state level entrance like wbjee or any private college examination ,the dynamics changes every year drastically.
It depends upon certain factors like number of candidates appearing in that examination, number of vacant seats in the college, previous years cut off, difficulty level of the paper.
So accordingly it would change but on a general basis you have good chances to get in category 2 or 3 at a worst case scenario. As per previous years you can get in category 1.
