It is tough to say which is best. Both college have very good placement records and both have giving same package. But if you want school type feeling and you don't want to enjoy your college life they you can go with GL Bajaj. They have very unwanted rules they doesn't give you freedom. They don't have good college fest or freshers party..
But if you a guys want to enjoy your college life with study then Galgotias is best. Here you have all freedoms to enjoy and they have very very good college fest or freshers party and one more important thing they have so many extra curricular activities which is help to polish your self..
But both GL Bajaj and Galgotias were very strict rules when coming today attendance.. you have to maintain 75% attendance.
So over all I think Galgotias with Electronics and Instrumentation is best.
Before I start answering I want to inform you that MSIT does not have B.Tech/B.E course for electronics and instrumentation,if we are to compare HIT and Meghnad Institute of Technology,personally I would suggest you Haldia Institute of Technolgy as the said branch is more developed in HIT,although both colleges are equivalent from other perspective.Although placement is a bit better in techno main salt lake.But I personally believe it is your knowledge that will take you places and quality of education is better at HIT.

Salaries in the field varies depending on the position, but the average starting salary is between Rs.8,00,000 and Rs.25,00,000 a year, and can increase to Rs.35,00,000 to Rs. 45,00,000 with experience.
An Instrumentation engineer has opportunities in many central government organisations like DRDO, ISRO,IOC, BARC, NTPC, Railways, BSNL, HAL, AAI, etc. Also many core companies like Honeywell, Texas Instruments, National Instruments, ABB, Larsen & Tourbo, Robert Bosch, Invensys, GE, Suzlon, Apna Technologies, Whirlybird, ESSAR, Yokogawa, Orange, LG, SAMSUNG, SONY, SANSUI, Whirlpool, Intel, Vedanta, Oil & Coal, Cadence, Cairn India, Linde, Allan Bradley, many software companies like TCS, Infosys, Wipro, CTS, HCL etc recruit these engineers.

Currently all these three sections of engineering has not a decent scope in India, although bthere are many laboratories where gentical research are being carried out and many genetic engineers are there, but the salary is not that good at initial level, if you have masters degree as well then you might get a good salary still there are no such good opportunities in the current scenario for anybof the above mentioned branches.
The main reason is the only few college like
Provides these branches there are no IITs or NITs offering it,
Hence I would suggest that if you can patiently work with this then might be after 10 years the scenario change.i hope this help
