This is because the GATE Qualifying Cutoff varies every year and is different for different category students.

Yes BITS Pilani does offer scholarship based upon the candidates performance in the qualifying examination and BITSAT. If someone scores more than 300 marks in the entrance examination, he or she would be aborted 75% of the scholarship similarly 50% for between 250 and 300 and 25% for between 200 and 250. Along with performance in the entrance examination the candidates also need to fulfill the minimum percentage requirement in the intermediate examination. Also toppers from every state or central education board are awarded 50% of the scholarship for entry into any course.

Talking about the scholarships in bits pilani then it is of two types.
First one is that everyone is eligible for the scholarship according to the cutoffs that is defined by the CGPA and it's quite high.
For Pilani Campus:
9.7+ -80% on tution fee
9.5+ - 40% on tution fee
Secondly,you can get scholarship if your annual family income is below than the certain amount which is eligible for this scholarship and generally it is 8 lakh per annum.
For pilani campus:
8.8+ CGPA -80% on tuition fee
8.1+ CGPA - 40% on tuition fee
6+ CGPA - 25% on tuition fee

BE stands for Bachelor in Engineering while Btech stands for Bachelor of technology. These two are more or less same in their curriculum, course etc and also companies treat both in the same way, they differ in just their name, so it doesn't matter whether you do BE or Btech.
