YES, you can give JEE mains , since you are eligible for it, because the NTA has removed the 75% Eligibility criteria in JEE mains 2022. So, you only have to pass your class 12th with minimum passing marks in all the subjects, then also you'll be eligible for JEE mains. Recently the National Testing Agency released a notification about JEE Main 2022 on their official website. As per the latest notification, the NTA has removed 75% marks criteria from the minimum eligibility percentage norms.
According to the official notice of JEE Mains and JEE Advanced 2022, there is no 75% barrier for admission to NIT and IIIT for session 2021 to 2022 . You only need to pass at least Class 12.

Yes, NIOS on demand examination is valid for getting admission in govt college in Gujarat and as a matter of fact everywhere else too
This is because,
Admission in mbbs is through neet and eligibility of students from NIOS and other open boards is in Supreme Court for neet but until the supreme court gives its judgement ,students of nios and all other recognised open boards are eligible for Neet examination provided they fulfill Neet eligibility criteria given below :-
-----------) Qualification required :-As per Neet eligibility to be eligible you must be either appearing for 12th board examination or should have passed 12th board examination with physics, chemistry ,biology/biotechnology and English as core subject.

You can give the NIOS board exam for one subject by taking admission in NIOS ODE (on-demand exam). National Institute of Open Schooling (NIOS) administers the Senior Secondary examination twice a year, in March/April and in October/November. The mode of application is online. The exam will be offline. The exam duration is 3 Hours.
Eligibility
The learner must have qualified for the Class 10th exam. For NIOS 12th entry, the aspirant must have attained 15 years as of January 31, 2022. The student should produce a second class pass certificate from NIOS or an identified board, address proof and two current passport-sized photographs. The learner must be registered with NIOS.

Yes you will be eligible for your last attempt if you appear in the very next year of appearing for your class 12th examinations for very first time. So if you somehow achieve 75% in class 12th even in your second attempt then you can give JEE-Advance but till now 75% criteria has not been restored and even for this year the criteria has been relaxed so if the criteria does not get restored for next year as well then there will be no any requirement for 75% but till now nothing is known for 2023 so be prepared with 75% in class 12th.

You can re-appear for class 12th board examinations but note that your eligibility will be counted from your very first appearance in class 12th examinations. So if you appear for class 12th examinations in 2022 i.e. in this year then you will be eligible for JEE-Advance 2022 and 2023 provided that you qualify JEE-Main for those years. ow if you take a drop and want to appear for JEE-Advance 2023 then you can do so but note that, JEE-Advance 2023 will be your last attempt.
At this point of time it is not certain whether the 75% criteria will be restored or not but if it gets restored then you might not be able to appear for JEE-Advance exam even after qualifying JEE-Main because to appear in JEE-Main there is no percentage limitation. But there are many students who have scored less than 75% as the relaxation was given for this year and last year, so in common interest, the authorities might announce some provision for them so that one who has secured less than 75% in this pandemic can also appear for JEE-Advance and can also take admission to NITs/IIITs/CFTIs on the basis of their JEE-Main score.
But as of now there is no any news of getting it restored for JEE-Main 2022 or JEE-Advance 2022 even by JEE-Apex board, so you have to wait for it.
