All the best for your future.
No you cannot appear for JEE-Advance if you do so because to determine the eligibility for JEE-Advance, the candidate's first appearance for class 12th examination is considered and since you had appeared for class 12th examination first time in 2018 so according to it you were only eligible for JEE-Advance 2018 and 2019. So now you are not eligible for JEE-Advance also not for JEE-Main even if you appear again for class 12th from another board.
In NIOS there is the facility of On Demand Examination, in which you can attempt for the subjects which you haven't given in your boards examination but as a separate subject you can write it in NIOS. The NIOS will issue the certificate & Marksheet for only that subject. Now you can use both the certificate of NIOS & your council/Board & can take admission in course where Biology is required to be a subject compulsorily.
