If you are born on 14th April 2009, then you will complete 15 years on 14 April 2024 and will complete 17 years on 2025.
So as per the age criteria you will not be allowed to appear for Neet if you have not completed 17 years even if you have passed out class xii.
So you will be eligible for neet in 2026.
According to neeg eligibility criteria
The candidate must be an Indian.
The candidate must have completed 17 years on 31st December of year of applying .
Thr student must have passed class xii with minimum 50 % marks in physics, chemistry and biology .
Till then you can start preparing for neet
There is no upper age limit and no restriction on number of attempts for neet ug .

You should first focus on your board to secure 75% or above marks then side by side you should do preparation for you JEE if possible.
For cope up with this things you should choose online courses for boards and bit for jee you should prefer offline coaching for your maintaining consistency. You can choose any tutor or local Jee level coaching institute but must check eligible teachers.
For study refernces you may consider:
