If the concerned regulatory authority has mentioned that you need to get that particular certificate from your college, then you surely need to talk about this to your college authorities and mention the specific information which the JAC Board secretary has mentioned. If possible, you can get it in written and show it to your college and request them to issue you the 12th equivalent certificate.

In order to get admission to NIT UG courses, candidates will have to qualify for JEE Mains entrance exam . JEE main result consists of normalized scores for all the three subjects as well as the total normalized score secured in the exam. No class 12 th marks will matter while getting admission in any NIT.

A gap year, also called a sabbatical year, is a semester or a full year break that is taken by a student after completing class 12 before joining an undergraduate degree.
A gap year does not affect your eligibility in NEET. However you do have to submit a certificate signes by a gazetted officer to show what have you done during your gap period.
In your case you have a gap of 2 years and hence you'll have to get a gap certificate of 2 years.
You can get the GAP Affidavit made on a non judicial stamp paper stating the reason why you took a gap year. This stamp paper can be bought from courts, sub-registrar offices and notaries.
