Since you are appearing for your improvement examination, so you need to use your roll number of the improvement exam while filling your neet form.
Also, you must note that, in code section,
You need to opt for code 1 which is fir class 12th appearing students.

The academics requirements for 12th std students to appear for NEET 2023 are:
- The applicant must have completed class 12 or its equivalent, with core courses in physics, chemistry, biology/biotechnology, and English from a recognized board.
- Qualifying marks- UR- 50%, OBC/SC/ST-40%, PWD-45% (PCB)
- Gap year between 11th and 12th is permitted.
Therefore, if you retake your 12th exam in 2023 and then give NEET, there will not be any problem in the procedure. You have to retake your 12th boards since your score is below 50%. otherwise, there is no weightage given to 12th marks in NEET.

Here are the admission process for sastra university
Candidates are required to sit for JEE Main.
It must be noted that SASTRA University B.Tech/Integrated M.Tech admissions are offered under two streams.
Applicants under stream 1 will be offered admission based on their JEE Main scores and marks obtained in Class 12th. This is for 70% of the total seats. The weightage for JEE Main scores and +2 marks will be 25% & 75% respectively.
The rest 30% of the seats (stream 2) will be filled based on the marks obtained in Class 12th.
The rank list is published on the official website of SASTRA University.
Shortlisted candidates will receive an SMS regarding the counselling..
Students must participate in the counselling process.
Last, complete the document verification process and pay the fees.
Here is the procedure to calculate your cutoff
For sastra there is no Cutoff. It is based on 12th percentage and jee main mark(sastra will calculate like this 12th percentage * 0.75+jee main mark * 0.25) total 165. Out 165 what is your based on that they will give the seat

See, it does not matter whether you have appeared for the Joint Entrance Examination, Advanced when you first cleared your class XIIth examinations. According to the rules, if you have cleared class XII exams in 2021, and you have not appeared for JEE that year, it will still be counted as one of your attempts. And if you'll not give in 2022, still it will be counted as your second attempt. So, you have exhausted all your attempts, and changing boards will not help you as you can give JEE Advanced only two times in you lifetime.

---- The eligibility criteria for JEE Mains Examination is as following -
• Candidates must have passed 10+2 or equivalent examinations from a recognised board.
• The candidates should have qualified in 5 subjects:
1) Any Language subject
2) Mathematics
3) Physics
4) Chemistry/Biology/Biotechnology/Technical Vocational Subject
5) Any other subject
• For B.Tech/B.Arch/B.Plan admissions in IIITs, NITs and CFITs
Candidates should have secured minimum 75% marks (65% for SC/ST category candidates) or should fall under the top 20 percentile of their respective boards.
• For B.Arch admission in institutes other than IIITs, NITs and CFITs
Candidates should have scored 50% aggregate marks in Physics, Chemistry and Mathematics in 10+2 or equivalent
------- So, yes you become eligible for JEE Mains after doing XII again from PCM stream.
But in this cutthroat competition, kindly don't waste your 1 year in doing XII again. Look for better opportunities with studies you have already done.
------- The JEE Mains conducting authority, National Testing Agency (NTA) is expected to conduct JEE Main 2023 exam twice. The authorities will release the application form of JEE Main 2023 at jeemain.nta.nic.in tentatively in November 2022.
------ Joint Entrance Examination 2023 is likely to be held in January and April 2023
