With 417 marks your chance for government college is very low even if you are from OBC For example,But yes, cut off marks / rank for medical colleges keeps changing every year depending upon various factors like number of students that appeared in the neet examination, kind of marks obtained by students in neet , toughness level of the neet examination, number of seats available etc.
However you can get a seat in a private medical college on self financing , however there also chances of you getting a college with the budget you mentioned are very low
