Not all states allow other state students in their state counselling , there are some open states lime Karnataka etc but with your marks, even in open states like Karnataka, your chances of getting a seat in private medical college for private quota seat is very low.

In Telangana too, the tuition fee is around 12-14 lakhs per annum (without mess and hostel). So management quota seats in Andhra Pradesh is cheaper as compared to Telangana.
Dear aspirant,
As per your rank is concerned it would be difficult to get the government colleges even through the home state quota in rajasthan but for private colleges you stand fair chances to get there.
However you can try for manipal university , KIIT bhuvaneshwar if you don't have issues with private colleges. However various factors are considered while deciding the cut offs like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and difficulty level of the paper.
