Yeah, you might be get Veterinary College with this marks but chances are higher due to low marks. For Veterinary through good government college your marks should be above 200+. If you are general, there are lot of candidates whose score is comparable to you. Don't worry just apply for the counselling.

As we all can see NEET cut-off is varying every year we cannot predict for sure .As per your marks yes! you can apply for BVSC seat in Srinagar.
Since you have not mentioned you main category , considering you general minimum marks in NEET 2022 to get admission in BVSc in a reputed veterinary college are 400+ for unreserved category .
if you belong to Jammu and Kashmir, there is reservation for Residents of Backward Area (RBA) under Socially and Educationally Backward Classes. Since in NEET application form there is no column meant for such categories, you can apply under Open Category.
Amission under State Quota Seats shall be subject to reservation policy and eligibility criteria prevailing in the State/Union Territory.

SKUAST is an entrance exam, full form is Sher-e-Kashmir University of Agriculture Sciences and Technology of Kashmir. This offers full time UG courses with various specializations.
Criteria for this exam are :
S KUAST BVSC cut off in Kashmir is as follows,
For General Category candidates : 89 marks
For OBC category candidates : 80-85 marks
For SC/ST category candidates : 71-89 marks
