The eligibility criteria for lateral entry into engineering course is that the candidate should have passed diploma examination from an AICTE approved Institution and obtained minimum 45% marks (40% for reserved category) in appropriate branch of Engineering/Technology. So, it depends on the university in which you are apply for B.E . Also, there no specific rule anywhere stating that foreign certifications will not be accepted in India, so mostly ,if you have finished diploma from a recognized university in Cannada , there is no reason for you to be denied admission to BE.CSE. Anyways, it is better to contact the college authorities and clarify the same, because admission rules and policies may differ from college to college.

So yes, the birth certificate is important while applying for visa and if you fail to produce, either the officials will cancel your VISA application or put you into serious legal action.
