You can definitely migrate to Canada after your 10th class or ITI Trade turner certificate for further higher studies.

You have to qualify english proficiency exams like IELTS or Toefl as English is not your native language. IELTS is more preferable for Canadian Universities. You can take IELTS any time, there is no such criteria like after completing some course or degree you need to take this test. It is provided by the officials that candidates at least above 16 years of age are preferable as per IELTS eligibility criteria. You must score at least 6.5 in IELTS or 85 in Toefl to strengthen your application in Canadian Universities.
