Certainly, you are allowed to give only one exam from NIOS. You can give only biology exam from National Institute of Open Schooling(NIOS) but for that the requirement is that you should have completed your 12th standard. Which means that you should have passed your 12th standard exams to be eligible to give biology exam from NIOS .

You still have time left for the examination. It is not necessary that you won't be able to score well. Better late than never! Yes, it's quite late since it's just one month left for class 12th board but I recommend you to stop overstressing and start making your day and night one! Start studying as much as you can. Wakeup early to study or study late night if you can. You can watch one shot videos of each chapter to understand the concepts on youtube. Give 12th this time with all your efforts and if you still don't score well, there is always an option to take a drop. It's not a bad option but definitely not preferable. Focus on giving exams this time!

Yes, a student can change their education board after completing class 10th. A student has the option to leave cbse board and take state board for class 11th and 12th.
But I suggest you to continue with the board you have studied in earlier classes as it will be beneficial for you in 12th board.
