Ye you can Change your board in class 12th but firstly you have to go through a Pape work and you should contact your school principal in this regard.

Sir/mam, there is nothing that will happen even if you don't appear for the examination without siting any reason whatsoever.
Your old result will stay as it was if you don't appear.
Now if you really want to appear for improvement exam and are not able to do so because of valid health reasons, then you can try mailing CBSE on the mail ID that is there on their Website, you can describe your problem and your desire to appear for examination, and wait for their response.
Although as I said even if you don't to all this, nothing will happen your old result will stay as it was, and is not going to change, you should mail only if you really want to appear for examination and are unable to do so due to health reasons

If your grade in the CBSE Boards exam for grade 12 was 69%. You should take the admission exam for your UG programme rather than taking the 12th standard again in order to improve your marks. Because retaking the 12th grade would cost you a full year. It was a dangerous and demanding job to undertake because in NIOS you have to prepare themes for both classes 11 and 12. However, if you prepare for the entrance exam there is still hope for you to enter a good college and have a skillful and happy life if you wish to attend IIT or NIT. Don't worry, you still have the opportunity to visit and participate in them. When you have finished your bachelor's degree, you can apply there for a master's degree or post-graduation courses.

The candidate need only show up for the theory paper in courses where there is a distinction between the practical and theoretical marks; the practical marks will be carried over.
He will need to retake both the practical and theory segments of the exam if he fails both of them.
A student who did not pass the class 10th or class 12th board test may reapply as a private candidate or as an enrolled regular student.

If You're not able to do well in 12th standard then you should do something about it because 11th & 12th standards syllabus makes our basic foundation strong. Hence if you will not study well how can you qualify the examination.
As per my knowledge, You may not be able attempt the JEE Advance Examination.
