No, you should not study that syllabus now, I mean that for example if topics from 1st and 3rd chapters of Biology are removed in CBSE syllabus than you should ignore these chapters and study Chapter 2nd and 4th first. Soon, NTA will release a new syllabus for NEET 2021. Wait till then....

According to NTA (The JEE MAIN exam conducting body) the home state quota is based on the 12 Class means, State quota will be considered of the state from which the student passed his 12 class so if your grandson passed his exam from Assam then the home state quota will be applied of Assam.

There are no changes in the syllabus for CBSE Board Exams 2020-21 including English, Mathematics, Science and Social Science subjects of Class 10 .
for english-no changes in the topic but exam patterns change
mathematics-no changes in the topic and exam pattern
Science-no changes except one more book has been introduced.
SOCIAL science-no changes one more book ‘Learning Outcomes at the Secondary Stage – Published by NCERT’ has been prescribed
A new academic elective subject ‘Applied Mathematics’ has been introduced in group-A subjects. the list of some subjects with no changes in the syllabus for academic session 2020-21
