If you have a valid EWS certificate for the fiscal year in which you got selected for the government services then you are eligible for the EWS criteria no matter its issued by State Government/Central government. So you don't have to worry about this criterion and you can focus more on your government competitive exam entrance.

Hope you are doing great as per the question asked by you, you can certainly apply for central O.B.C category certificate online but it totally depends on states you are residing in some states you can directly apply online through going to the required site and some times you may visit the nearest tehsil or S.D.M office and can apply for the same.

Here are a few rules and criteria for applying for OBC certificate from central government-
1. First of all, to be eligible for OBC non creamy layer a candidate must have his family income less than 8 lacs per annum.
2. Moreover, you can get the official format for the certificate and then proceed to the office of the Magistrate or SDM - Sub Divisional Magistrate or Collector of your district and apply for a new certificate of Central Government of India.

Hope you are doing great as per the question asked by you no O.B.C central certificate and O.B.C state certificate both are different as O .B.C central certificate is required for applying in central government colleges or university whereas state O.B.C certificate is required for applying in state government colleges. In N.E.E.T you need to apply under O .B.C central certificate and if you want to take in admission in state government college then you can certainly apply under state O.B.C certificate.

See if you are seeking admission to any engineering courses in any of the NITs or IIITs then you should mandatorily appear for JOSAA or CSAB counselling and during the document verification you have to produce your caste certificate, now the caste certificate can be either of state level or central level but the format should be similar to that of available on the official website of JOSAA, for which link is given below :-

If you don't have your reserved category certificate for your respective category in the above format right now then you can submit the undertaking in the JEE-Main 2021 Application which declares that you will submit the original and valid caste certificate later on at the time of admission.

When you visit on the above link you will find a PDF and on page no.9 there is undertaking format which you have to download and after filling it you have to upload it on the place of category certificate in the JEE-Main 2021 Application form.

OEC category in Kerala is the state category for this particular state but when it is considered in the central scheme this is divided into two categories namely OEC(SC) and OEC(ST). So, during central government counseling any other process, the OEC category is grouped under Schedule tribe and schedule class categories.

You don't need to submit your obc application form in the NEET portal. You have to get your application form approved by SDM and therefore you need a sign of SDM. You will be issued OBC certificate. That certificate is mandatory and not the form. You need to go to SDM office and get your job done. Once you get your OBC-NCL certificate then you need to upload it. Also, your caste should be present in the central list as well even if you have OBC-NCL state certificate.
