Chandigarh University is better than Chitkara University,as per official Chandigarh University placement report (from the official website) 2022, the highest package offered is Rs. 1.7 crores from Engineering while Rs. 28 LPA and Rs. 18 LPA has been offered for MBA and Hotel Management streams respectively. Chandigarh University’s highest national package is Rs 54.75 LPA. On the other hand Chitkara University Himachal Pradesh placement report (data taken from NIRF report) for 2019-20 for undergraduate courses, out of 511 eligible students for Chitkara University Himachal Pradesh placements, 380 students were placed with a median salary of Rs. 4,50,000. 

Chandigarh University is better than Panjab University. It is ranked among the best universities in the country. However, Chandigarh University is a private university & Panjab University is a government university.

As you have chosen biology as your optional subject it might slightly affect you as compared to the students who took maths as their optional. The ones who took maths will be given priority in ranks because the branch, B.E. in Electronics and Communication Engineering, demands the presence of maths. But, this doesn't mean you won't get a seat.
