With the marks of 209 in NEET UG 2021 and also belonging to the obc category, the possibility of getting a seat in government medical college for BAMS is not at all possible. Rather you may try for private medical colleges for BAMS in Chattisgarh which might be quite possible enough. The private colleges of chattisgarh may include-

This is difficult to say that which state has lower cut off for government medical colleges but yes when we go through previous year trend then it suggests that cut off for Chhattisgarh goes lower than that of Jharkhand
For example,

With this score the chances seems less to get a seat in state quota seats. The cutoff also varies state to state. However you can get a goverment seat in dental, ayurveda or veterniary colleges.

In 454 marks in neet 2021 it becomes a bit difficult to get a mbbs seat in Chandigarh government college even through mbbs state quota because for government colleges the cut off is a bit high as compared to other private colleges .
