Yes, Foreign Universities will accept open learning degree from India if it is from a recognised organisation. So, better know the credibility of the university from where you are opting for your open learning. Also, check the terms and conditions of the foreign college that you want to apply to. SIRT - 

Various companies like TCS, L&T, Capgemini, and Infosys, etc., visit the campus from all over India to conduct campus drives. The college also provides training and internships in the middle of our course. This institution has a training and placement cell which guide students to get placed. Overall, the institution is good.

SISTEC - 

The placements are very good and one of the best Institutions for the placement. You will get an excellent placement opportunity to be placed in good and valuable companies. The companies like TCS, Vodafone, Capgemini visit our college for recruitment. So overall we have good college placement, and the placement is very good for the students. Non technical companies that visit this college are not much.

Both the colleges are decent it's your decision to make which college is convenient for you.
