GATE 2022 exam’s application form registration will start in last week of August, which will end in October. Exam will be conducted in first two weeks of February 2022. (These dates are tentative)

Sorry to say that but there's no such chances of getting into civil engineering after 12th from commerce stream. To apply for Civil Engineering , you must have a completed intermediate with Physics , Chemistry and Mathematics as main subjects in your 12th examination.Physics , Chemistry and mathematics subjects is not part of the Commerce stream candidates so you are not eligible to apply for the Civil Engineering examination.

Requirement of laptop depends on the curriculum of the course. You will need a laptop for presentation work, assignments, lab work and project work. So you will need a laptop right from first semester if you have the above tasks in your curriculum. Sometimes you may have to prepare a seminar presentation as an assignment. Civil Engineering course has lab works and you will have to learn designing software like AutoCAD, Solidworks and other such Designing softwares. It will be helpful if you have a laptop so that you can learn these softwares and practice. You have to take up project in final year for that you will have to work on laptop.

No, not necessary. To become Owner if a Construction Company you just need money to invest and idea to execute (a degree in your hand may help you in applying that knowledge in Business and to understand the strategies and techniques for taking up your Company in profits.)
You can do any course of your choice or interest. There is no such hard and fast rule for it. Most of the Construction Company Owners are not Engineering graduates. But to have grip in the Construction field B.Tech Civil Engineering would be helpful.

I wouldnt say Construction Management and Project Management are same, but they are comparable courses and support your Engineering Degree preferably in Construction/Civil Engineering with aspects of Management. The basic Difference is, after MBA in Project Management, you have wider scope and impetus regarding career prospects, be it PSUs, Mining & Metals Industry, Automobile Industry or Infrastructure & Energy Industry, whereas Construction Management limits your career scope to Civil/Construction/Infrastructure Sectors.
Firstly you have to gain real-life experience as a civil engineer in any construction sites. So you have to get a job in India and notice that your company is a global marketing chain. Then after few years your work and behaviour notice by them and may be they will send you to the foreign branch. You can also join foreign company after gaining the experience. And in foreign most paying for civil engineering are Switzerland, Denmark, Norway etc.
