Since you have not mentioned your GATE Rank, it is quite difficult to predict precisely which colleges you can get with this GATE Score in CE. The GATE cutoff varies every year and is different for different category students. Also, the qualifying GATE Cutoff depends on several factors like : previous year cutoff trends, difficulty level of paper, etc.
However, looking at the previous year cutoff trends, with your GATE score in Civil Engineering, your GATE Rank must lie between 9k-10k. It's still a prediction.

The authorities shall consider many factors such as difficulty level, available seats etc to decide the GATE cutoff for NITs. Below are the factors that played deciding role in determining the NITs GATE 2022 cutoff:
Number of applicants for the specific course.
Previous year’s cutoff trend.
Difficulty level of GATE exam 2022 .
Number of seats available for the course.
so with 35 marks in GATE 2022 in civil engineering it would be indeed difficult for you get NITs based on past few years cut off trends. However some low ranked NIT can be expected.

With reference to your above mentioned query I would like to tell you that yes, you can join in Mahendra University from second year with management seats, since you have completed your diploma in Civil Engineering.
You can get direct admission into second year BE after completing diploma it - This process is called lateral entry. You can get into second year engineering either by giving common entrance test or by management quota paying some fees.

Bachelor of Computer Applications (BCA) is of Computer Science stream and Diploma in Civil Engineering is of Construction and Engineering field. Both are different domains.
But BCA is a graduation or degree but Diploma in Civil Engineering is not equal to Graduation. So, BCA is better than Diploma in Civil Engineering if you don't want to study B.Tech. But if you want to continue your studies after Diploma in Civil Engineering by pursing B.E/ B.Tech through lateral entry then you can get more job opportunities than BCA.
BCA average salary is around 20,000 per month and Diploma in Civil Engineering salary is Rs. 15,000 per month.
There are not much job opportunities for Diploma in Civil Engineering compared to BCA graduates and salary offered is also less.

So please help us with your rank which is not yet declared for GATE 2022 but as per the schedule it will be available by March 17th 2022.

there is not much scope for free seats but the opening rank is 41 and the closing rank for RV College of Engineering was 11,469. these ranks are subject to variation according to the cutoffs released per year. there is a management quota in RV college of engineering and the fees and cutoffs of the same would be released after the registration for the specific year finishes
