To appear in civil services examination you just need to be a graduate in any discipline like Ba/Bsc or any other bachelor's degree from a recognised University and so you can prepare for it without NEET.
For reference, UPSC eligibility criteria is provided below:-
*You must have a bachelor's degree in any, discipline from a recognised university.
*Minimum age limit :- you need to be at least 21 years old to be eligible as on 1st of August of the year of filling the form i. e as on 1st August 2021 for UPSC 2021.
*Maximum age limit :- 32 years , also there's 3 year relaxation on upper age limit for obc and of 5 years for sc/st category.

It's good that you are thinking of appearing in UPSC Civil Service Exam from your college period itself, to give you a brief about the exam, UPSC Civil Service Exam consists of three stages-
Preliminary : First Stage is MCQs based exam, it has two papers and each one consists of 200 marks, its numbers ain't added to final list, you just need to score the required cut offs against your category.
First is GS Paper-I which consists of the following topic such as History of India and Indian national movement, Indian and World geography, Economic and social development- sustainable development, poverty,inclusion demographics, social sector initiatives etc,Indian polity and governance-constitution,political system,Current Events nationally and Internationally, General Science,General Issues on environmental ecology,biodiversity and climate change. you just need to score the required cut offs against your category.
Second Paper is CSAT which is qualifying by nature,you need to score merely 33% which is 66 marks out of 200, it includes following topics such as basic numeracy, comprehension, logical reasoning and analytical ability, general mental ability, decision making and problem solving, interpersonal skills including communication skills.
Mains : This is a second stage which it's more of a subjective type, you are required to write answers for Four General Studies Paper such as
In total there are nine papers in Mains, and each paper is of 250 marks, total adds up to 1750 marks.
Interview: Prelims and Mains are further followed by personality test of 275 marks.
In order to initiate your preparation, the first and most important step is to be well acquainted with UPSC Syllabus , learn it by heart as this will enable you to know what to read and what to skip. As per the recent trends UPSC is framing Prelims questions also based on Mains syllabus, so have an integrated approach in that sense.
To cover such a humongous syllabus you will have to make a timetable, set targets on a daily, weekly and monthly basis, that's the only way to complete this extensive syllabus.
Newspaper reading is equally vital part of preparation, you can start with any newspaper like The Hindu, or Indian Express on a regular basis to be updated as well as gaining knowledge which shall be highly useful to you in future exam preparation part. Put a more emphasis on editorial part, it will not only broaden your perspective but help a lot in answer writing, and make sure whatever opinion you form it should be well balanced. Writing mains is a huge task, for nine paper it requires immense practice along with knowledge. So, you have to start practicing answer writing in advance, even in a little way, There are many sites which provide questions on daily basis you can avail that. Try to give a holistic viewpoint while answer writing by providing political, economical and social aspect. You can get topper's answer sheet from various sites, try to analyze and study them minutely, you'll get an ideas about what to write, how to express and present viewpoint in organized manner.
Practice previous year question paper which you can get from the site of UPSC ,in addition mock papers, and test series which you can get it from any of the sites exclusively dedicated to UPSC, it's highly important to evaluate your performance while doing so.
As you're still in your college, initiate your preparation by reading newspaper on a daily basis, and NCERTs book and go through the syllabus on a regular basis, and then later on move towards other stuffs as discussed above.

So for UPSC and most other Government service exams, there is no minimum cut off criteria for academic results. The only requirement is that you should be a graduate from any stream and should be at least 21 years old to appear for civil service exams.
You will have to clear the prelims stage (2 exams) and qualify for the mains stage (7+2 qualifying papers0 and then clear the interview rounds to finally join the services based on merit, reservation and posts available.

For General Studies I, the subjects are Social Science which have Ancient India, Medieval India, Modern India, Indian History, Indian Society, Indian Art and Culture, Geography which contains Our Earth, Environment, Contemporary India, Fundamental of Physical Geography and Human Geography, Indian People and Economy and World History. For General Studies II, the subjects are Political Science which contains Democratic Politics, Indian Constitution at Work, Political Theory and Contemporary World Politics. For General Studies III, the subjects are Economics in which Understanding Economic Development, Indian Economic Development, Microeconomics, and Macroeconomics and Science & Technology and its development from class 6 to 12. For General Studies IV, the subjects are Ethics and Psycology.

It is entirely depends on your time shedule. While giving time for upsc preparation, you should not ignore the study of ECE.And as we know graduation is compulsory for UPSC exam.So please focus on graduation first. But if you want to know, how to balance engineering study as well as upsc preparation, then I'm mentioning some points here. 1.First of all you have to understand total syllabus of the exam.after that, 2.You have to make a timetable , And then utilize your time accordingly. 3.Read newspaper daily or Read news on television.This habit will be useful further. 4.Prepare self notes and read that notes 5.Focus on clearing concepts or doubts. 6.Refer last 10 years question papers,so that you will get an idea about the UPSC civil services examination. 7.you can start reading from basic books which are necessary to read...and then you can read many of the reference books. And see If you are preparing for upsc then most importantly you will be very beneficial, if you do time management from now on. And(we can say that until your graduation is complete) how effectively you study in the time is important than how much time you spend studying for this exam.so think on that.

Yes,you can apply for UPSC civil services exam after completing the computer science engineering degree. Infact from the past few years most of the engineering student are getting qualified the upsc civil services exam.

All IAS, IPS and IFS aspirants give the common UPSC test. If there clear prelims and mains, then they are called for interview. The final ranking is based on the candidate's performance in both the exam and the interview.
Now, candidates are alloted their respective roles based on their ranking.
Each of IAS, IPS and IFS posts has different cutoffs. When the merit lists are released, candidates are asked to fill a form stating their order of preferences . The cutoff marks are in descending order for IAS, IPS and IFS. The candidate must fill the choice such that their score lies in the cutoff range of the post.
Another factor that decides the allocation process is the number of vacancies in each post. If number of vacancies are less than the number of applicants for that post, then all cannot be hired. The allotment also is based on r eservation policy as made by the government.
