I hope you are doing well, Yes you can give 10th exam from different boards. It is not illegal since there is no law which prohibits you from doing so. The only thing that you have to keep in mind is that you cannot use both of your certificates. You can use only one marksheet to get admission.

see there is no upper age limit to appear in cbse board exam of 10th standard. however as per available guidelines of central board of secondary education (CBSE) the minimum age to appear in the 10th board exam is 14 years , as of 31st december of the year of examination.
now I guess you may calculate the age as per the year of 10th exam.
Yes, after passing in the class 10th compartment examination you are eligible to pursue higher studies. So you can get admission in class 11th in Commerce stream in an institute. Kindly go through the details of the institute before applying for admission. If you fulfill the eligibility requirements then you can go ahead and complete the admission process.

Since you have not mentioned that name of board for which you want to appear so it's quite difficult to guide you with an accurate information of dates
Now if it is about CBSE boards then The Central Board of Secondary Education (CBSE) has not released the time table or schedule for Board exams of session 2020-21 so any exact date cannot be predicted. However in this session too a slight delay will be observed in conducting Board exams due to the delay in starting the session because of global pandemic named COVID-19.
As of the latest news on board exams and other competitive exams our Hon'ble education minister Mr. Ramesh Pokhariyal Nishank was live on December 10th and 22nd on his different social media accounts as a part of the campaign which seeks opinions from different students, teachers and parents regarding the conduction of upcoming examinations such as boards, JEE NEET and so on.
So many doubts have been asked using using #EducationMinisterGoesLive on twitter as well as Facebook and other social media sites. As the live session has been conducted and he told that some decision might be taken regarding the dates for upcoming examinations. And also he cleared that the board exams will not be conducted in the month of February 2021. Exact dates shall be released soon.

Once, these two criteria are fulfilled then the candidate is eligible to appear for the aptitude test.
Also, in the 1st year final examination of B.Sc. /B.S. /Math. /Stat./Int. M.Sc./Int. M.S. you must secure 60% (50% for SC/ST/PWD) marks before taking up the fellowship.
So, your 10th marks won’t pose any effect in this.

Yes, you can still get admission to IISER.
Eligibility criteria do not have any restrictions on class 10th examination marks or percentage.
IISER Admission criteria depend on the Class 12th board examination marks, which is declared every year for all the boards separately, but it does not depend upon Class 10th marks.
