So with regard to your query, NO you cannot choose astrology in your 11th standard itself. You need to complete your 10+2 for the purpose of doing astrology course. In 12th and 11th you have to choose either PCB or PCM only.

i have got 73 percent in 10th and had D grades throughout the schooling period..and then got studious in class 11 and then i got 90% and havent written the class 12 exams yet...am i eligible for good colleges overseas? would they consider me? if not what am i supposed to do to strengthen my resume

Honestly dear when you will be applying for overseas institutions they might check your class 10th & 12th percentage and should focus on your GRE score and your social works. And you don't have to worry about your previously obtained grades, rather you incline your time on studied to get a commendable score in class 12th that strengthen your resume to a booster level.

Class 11th is very crucial class in everyone's school life that can make or break your future. You have to choose your field and subjects wisely.
Talking about the syllabus, it is based on what course you choose to study in 11th and 12th. On taking admissions in class 11th, schools ask you to choose your stream if you want to study Science, Arts, or Commerce for further studies.
Now here, Science stream is further divided into PCM (Physics, Chemistry, Mathematics) and PCB (Physics, Chemistry, Biology). Arts include the study of Humanities i.e. History, Geography, Polity, and such subjects. Commerce include subjects like Business Studies, Law, Statistics, and optionally Mathematics.
In whatever stream you take, you get to choose one subject of your interest or choice which may or may not belong to your particular stream and that is called Optional subject. Example : Taking PCB, you can take Mathematics as optional or taking Commerce, you can take Computers as your optional subject.

No, you need not submit your class 11 th marksheet in the document verification of iit because you need to submit your 10th and 12th marksheet or pass certificate in the verification.
In addition to these school documents you also need to provide your transfer certificate , provisional allotment letter , aadhar card Xerox and admit card and score card also.

It is very good to know that you started your JEE/engineering exams preparation this early as it will be very helpful for you .
Different people will suggest you different books for each of the subject but you should stick to one only .
Books for all subjects :
- Physics : All NCERTS and HC VERMA vol 1+2 ,you can also refer to Irodov for practice problems .
- Chemistry : All NCERTs + OPTondon\RC Mukherjee .
- Mathematics : ALL NCERTs + RD Sharma .
You should also solve PYQ questions after completing your chapter .

The eligibility criteria for UPSC that is the examination ypu need to appear in order to become IPS Officer is passed graduation in any discipline from a recognized University, you need to attain 21 years as on 1st August of the appearing year, see there is no such restrictions of belonging to specific stream in graduation when it comes to success for UPSC, if you go by previous year trends then candidates from medical, engineering, commerce stream qualify these exams, yes the advantage that humanities stream students at 10+2 level or those with graduation in subjects like Political Science, History, Geography, Sociology, Public Administration, Economics etc have is there is considerable overlap with the syllabus of GS and optionals, now your stream selection is quite vital, moreover you're young also, in case you have interest towards science or commerce stream and want to have back up plan you can consider the same, else if humanities stream interest you, and you wish to pursue the same in graduation, this path too can be followed, think clearly about your long term goals and then decide, as I said you don't need to belong to any specific stream to become eligible for UPSC, or even to qualify it.
