Without this document and all other documents mentioned for the document verification process, it is impossible to get admission into NIT. Class 12 passing certificate is the proof that you have passed your class 12. Without passing class 12 you cannot take admission into any undergraduate program. So yes, class 12 passing certificate is important and mandatory.

The Joint Seat Allocation Authority (JoSAA) 2020 has been set up by the Ministry of Education [erstwhile Ministry of Human Resources Development (MHRD)] to manage and regulate the joint seat allocation for admissions to 111 institutes for the academic year 2020-21. This includes 23 IITs, 31 NITs, IIEST Shibpur, 26 IIITs and 30 Other-Government Funded Technical Institutes (Other-GFTIs). Hello student with 75 percentile it's difficult to get admission in NIT's as we all know that seats are very limited and admission is directly based on merit rank.
Cut off vary every year on various factors like level of question in examination seats available and total nunumber of applicants in the entrance examination.
You can check for private colleges if you're willing to pursue engineering from private colleges.

If you choose slide or float option in josaa counselling and if you have got civil in first round of josaa then you will loose the seat which you have got in first round but you need not worry as you will definitely get a seat in furthur rounds.

If your score is 90+ percetile and you belong to general category then this college bis not that good, as per academic or other activities wise. The placements are also not that good, nor you would get that extra exposure for careers opportunities.
You can try in other college like

86 percentile means your rank would be around 1,80,000 in general and with this rank getting in to nit and iiit would be just your luck even if you go for csab 2nd round
if you are not belonging to north-east india or territory like puducherry than there is hope that you may even get in to nit from home state quota but branch won't satisfy you.
i will personally recommend you to go gor gftis where you have chance to get into college even having better nirf ranking than most other nit.
