Sorry but whatever you just asked for is quite impossible, i.e. after completing 1st year in a college, you cannot take admission in 2nd year in another college/university. To take admission, you have to again go through the college admission process and get yourself joined as from 1st year only. Earlier wherever institute you got joined in the first year only, continue with the following years as well in that same institute only. But as I've said, you cannot change your college and get yourself joined as a 2nd year student in another institute like that. You need to give a proper reason so as to change your college.

see it may possible to find college in same district, but there is less of chances that the distance of the colleges would be same for both of you. however you did not mention about any particular state name. In west bengal there is jadavpur university, which offer b.arch course as well as b.tech in marine engineering by Marine Engineering and Research Institute affiliated to jadavpur university . admission is based on wbjee score.

nuclear engineering is combination of chemical engineering and combining atomic nuclei, or with the application of other sub-atomic processes based on the principles of nuclear physics. however in india opportunity of nuclear engineer is very less. mostly the hiring done by bhaba atomic research center. however in coming years the demands of nuclear engineer would increase. the institute which offer b.tech course in nuclear engineering in india is as follows:
