See the subject of English in many colleges are taught as Communicative English or Professional Communication skills etc. So technically you can use that marks in the IMU-CET application. Although I would recommend you to contact the helpdesk of the IMU-CET in order to get it confirmed.

No, it won't affect in any matter as there is no age limit to pursue B.tech, any person can pursue this.
As you have taken drop of 2 year so you need to create the gap certificate to take admission in any colleges and you can take admission in B.tech course either by direct or by giving the entrance examination.
In the placement round they only ask you to show the details of your previous semesters, you will be only be eligible to sit in the placements after your 3rd year, they won't ask you that why you have taken break after 12th and it doesn't even matter in placements.
As you got good marks in your 12th so definitely you can take admission in some top private colleges like JIIT Noida, Thapar University, SRM, Amrita School of engineering etc.

Undoubtedly, Andhra University, Visakhapatnam is one of the best colleges for Engineering , especially CSE and ECE Branch . And no doubt, they follow their schedule correctly, that's also before deadline.
Overall hostel facility provided by Andhra University is very good. Foods provided in the mess are hygienic and also liked by most of the students. Boys hostel is within the campus but girls hostel is just few minutes away from the campus . Hostel remains clean and maintained and in case of rooms , 2-3 students need to share a single room.
In case of communication skills it varies as combination of all types of students are present. So you need to do it accordingly. But if you are truly eagered in improving it, you can do so.
And at last, if you have got a chance to complete your course from this University , you should not leave this opportunity at any cost.

If you want to improve English speaking skill and communication skill then the best way to do is by practicing it and that can only be done only if you are very determined for it.
My best recommendation will that you find some friends from your circle who are willing to learn English speaking or communication skill like you and with them you try to interact in English only. This is the best and most effective way to learn communication and speaking skill.
Now if you want to take some online courses in affordable price then you go through platforms like Coursera, Internshala, Udemy etc., there you can find bunch of courses and after reading reviews you can take one.
There are some good YouTube channels to which can helps you to learn this skill but again I will say that this is something which can be achieved by practicing only.
