If you want to pursue a diploma in computer engineering after 10th you can look at the college you want to go to. The course intake usually differs in different colleges but the usual is 60 seats for the diploma course in computer engineering.

NIT is the only answer which you need to listen. National Institute of Technology is an Institute that is considered to be second most prestigious after IIT's. So it is better than COEP for sure.
Talking about the placements , an NIT tag is sufficient to provide you a good salary but you must also work in your skills for grading the best possible job as per your skills.
Also, NIT provides various opportunities to students in their placements.
So without any doubt go for it if you are getting an NIT.

No, you cannot get direct admission in 2nd year of engineering.
This is because,
12th passed are not eligible for lateral entry, only 3 year diploma in engineering student are eligible for lateral entry i. e. direct admission in 2nd year of engineering, even for them not all college allows lateral entry, only a few do so.
So, you will have to take admission in 1st year itself.

Qualifications required :- To be eligible you need to pass 12th with Physics and Mathematics as compulsory subjects along with any one of Chemistry /Biotechnology/Biology/Technical Vocational subject.
Minimum percentage required in 12th:- In general you need at least 45 % for general category and 40 % for sc/st in 12th in physics , maths and Chemistry /Biotechnology/Biology/Technical Vocational subject taken together to be eligible.
For example,
To be eligible for BTech in Madan Mohan Malaviya University of Technology, Gorakhpur which is a government institution , one needs to pass 12th with Physics and Mathematics as compulsory/mandatory subjects along with one of - Chemistry or Biotechnology or Biology with at least aggregate of 45% marks (40% if you are from reserved categories ) in these subjects.

To be eligible for top colleges like IITs, NITs, IIITs, CFTIs etc you need at least 75 % in 12th and 65 % in case if you are from sc/ st . This year this criteria is not there

Admission in most of the engineering colleges is through Entrance examinations including top government colleges like IITs, NITs, IIITs etc and private ones like BITs Pilani, VIT etc
So to get admission you need to appear in entrance examination
Qualify the entrance examination
Participate in counselling
In the counselling you will alloted a seat on the basis of your rank in entrance exam, category etc.
After seat allotment you need to get your documents verified and pay fees and finally you get admission in the college.
