According to your quarries Electronics and Computer Engineering in PES Modern College of Engineering in Pune is overall good and the placements,faculties are also good .Placements for Computer science engineering is decent with 70% placements and average package of 3.1lpa for freashers. One must have a Diploma to get admission directly in second year of Engineering, which is known as Lateral entry admission. There are limited number of seats available in lateral entry and you get admission based on your percentage.
In Delhi NCR, there are various private colleges offering lateral entry admission with a diploma. You can find a job if you need, but you need to struggle alot with a low salary. other wise you can study three more years and complete Bachelors degree so that you can have a Degree + more set of skills + good salary job in an MNC. The diploma will make you grow technically sound, but it does not give you a good position, just because you do not hold a graduation.
Although, a degree may not sound that worthy if you land a normal job, but, most jobs that require strong skills in programming are asking at least for B.E/B.Tech. So, in India, having a degree improves your chances of job drastically. I suggest you not to give up on your degree as that helps you a lot in your life.
For the admission to the course of BSc Psychology one need to complete the 10+2 examination with necessary subjects as instructed by the universities. Now on the basis of Diploma in Computer Engineering, you won't get a admission to the BSc course. If you want you can go for the lateral entry examination through which you can go for the BTech course and can get admission directly to the 2nd year of BTech. Most of the later entry examinations don't have any age limits. So you will be eligible for it.
