You may try for lower-ranked private colleges or state-level colleges where the cutoff is not very high.

Yes, you will definitely eligible to apply for Direct Second Year (Lateral Entry) admission in Diploma in Computer Engineering if you have completed HSC (Science stream) with 76%. However, the eligibility may vary somewhat depending on the technical education board of a particular state and so on. Normally, students with Science background with subject such as Physics, Chemistry and Mathematics or Vocational/Technical subjects can apply. You need to check state or college criteria before applying.
The admission list for ITI Khalari (and other ITIs in Jharkhand) usually comes out in August–September after the counseling rounds. For the Computer Operator and Programming Assistant (COPA) trade, the cutoffs are usually mid-range, so with a decent rank you can expect to get selected.
