The cutoffs depends on various factors like seat availability or number of students appearing for exam, etc. So, based on previous years trends, Yes you can get a seat in Andhra university but, if you belong to general category, you might need to wait for spot counseling, else you can get the seat in your desired branch at this rank if you own some reservation benefits. For example, many aspirants got seat in 2nd round of counseling at a rank of ~900. So you can still hope for good.

Personally I think Amrita Coimbatore is better but SASTRA is better than any other branches of Amrita other than Coimbatore.

1. The course structure and curriculum is at par with IITs.

2. Amrit has a relative grading system and thus your grades don't matter in an absolute sense.

3. The amenities of Coimbatore campus is way better than that of SASTRA.

4. Amrita has a better brand value. Even though, both colleges have similar placement records, Amrita offers more options than SASTRA.

As per your rank 35181 category 2 not possible to get CSE in VIT . You can get other branch except CSE in Chennai campus. It can be possible in category 4 or category 5 only. That too it seems very difficult. Attend the first round of counselling and be cool. According to previous year cutoff of CSE it will reaches to 7000 only. But, the cutoffs vary from one year to another, you might get seat basing upon the vacant seats and your reservation category. So, don't loose hope you might get the seat.
