Yes, you need to register yourself with each college having vacant seats for stray vacancy round. However, for AIIMS, the admission and registration to all vacant seats throughout all AIIMS will be done at AIIMS delhi. All the process is to be done offline.

I can understand that this year despite of scoring such a high score you get such a rank but this shows that how much the competetion is rising and also the cutoff is going to rise so much high .
Yes you can apply like this because both of the counsellings are conducted separately but you will get more benefit via the state quota.
Chances for Delhi are unfortunately very less but in UP due to inc in seats due to AIIMS and JIPMER you are going to a very nice institution.

It depends on the colleges as there are many colleges in Delhi like engineering,medical colleges etc.If you are talking about DU(DELHI UNIVERSITY) ,then Delhi domicile play no role as admission is based on merit list regardless of any state quota.

Each state has its own list of categories,it means a person of OBC category may fall into SC category in another state. So you will need to obtain the caste certificate from the state where you are seeking admission.Or you may also apply for all India caste certificate if your caste falls into central SC/ST list.It will be issued by your state of origin.
