If you have a caste certificate from one state, you can not use it in another state for jobs, applications, admissions etc except for Delhi. This means that you can use your caste certificate made in UP and it will be valid in Delhi also.
The rule that a person’s SC/ST status will not follow him to another state would not apply to the Union Territory (UT) of Delhi. This judgement was made in 2018 by a five member bench headed by CJ Ranjan Gogoi.

In order to become a police constable,candidates are required to clear the competitive exam. Public Service Commission conducts the Police Constables exam in each state for the recruitment of police constables.
Eligibility criteria to apply for these exam: candidate who have passed their 12th exam from a recognized board can apply for the police constable exam.The age limit to apply for the exam is 18 years.Candidates more than 22 years are not eligible to appear for the exam.In addition,they should qualify some set of standard.Individuals need to have a minimum 167 cms height. EWS is a nationally certified document, acclaimed to be used in reference to the recruitment in government posts and admission in colleges; with 10% reservation for people not belonging to other categories like SC,ST,OBC etc.
Thus, 10% seats are reserved for economically weaker section irrespective of the state where one belongs to in every centrally affiliated service and institution.
Delhi Police recruits through SSC examination, which is coordinated centrally, hence your EWS certificate will be valid for Delhi police vacancy.

Dear candidate the SSC has released news for CBT to be conducted for constables for recruitment in 5846 seats. Male and female numbers are specified. Also again the board announced, 649 Vacancies of Constable (Assistant Wireless Operator & Tele Printer Operator) in level 4 of the pay matrix in 2020 January only. I request you to visit the website again and again if any vacancy comes.
Delhi police comes under Home Ministry.
Written test which consists of subjects like reasoning, numerical ability, general affairs and computer knowledge are included in it. It then follows with physical test and medical test and the document verification round.

For getting a post of Sub- Inspector ( SI) in Delhi police you need to fulfill the eligibility criteria.
For this, SSC holds open competitive computer based examination in Delhi police and CAPF. This year SSC has introduced 1564 vacancies.
- EDUCATIONAL QUALIFICATION: Candidate must have bachelors degree in any discipline from recognized university. Also, they have to go through Physical endurance and Standard test in which it is mandatory for Male candidates to possess a Valid driving license for motorcycle and car otherwise candidates will not be allowed to undergo this test.
AGE LIMIT : minimum age: 20 years and Maximum age: 25 years. As on January 1, 2021.
1. So firstly, you have to go through computer based test (CBT) 1 which is your prelims.
2. Then, on the basis of your CBT 1 , Ministry of training and pension department will shortlist you for physical entrance test ( PET).
3. After clearing PET , your 2nd computer based test(CBT) will be conducted Which is your mains.
4. Then comes the last stage of selection, to reach till here you have to complete all the previous stages. In this stage , A Normal Medical test will be conducted and your documents will be verified from the concerned department.
And, after completing this procedure you will be selected for the post of sub inspector.
