Hello aspirant,
Before taking admission to MBBS/BDS course, the candidate is made to sign the bond paper in which the penalty amount is stated that is, the amount required to be paid in case the candidate leaves the course in between owing to any reason. Hence, if you decide to take a drop, and afterward get a seat you want, you will be required to leave the course and pay the penalty amount, which is 10 lakh as you stated in your query.
Hope it helps!
