There are no official statement made by the Maharashtra Government about reopening of colleges after Diwali i.e in November. The Schools and Colleges will not reopen till 31st of October.
Currently government is encouraging online and distant learning for colleges and schools. So there may be less possibilities of lifting lockdown in the Month of November. Also, many colleges are on their semester end during November(For Previously admitted Students), so due to this also, colleges may remain closed in November.

The University Grants Commission(UGC) has earlier announced that the new semester of the school,college's and universities will begin from 18 November.But as there is no final decision from the ministry of home affairs on physical reopening of schools and colleges by November,freshers and other college students will begin their online education.
Maharashtra government stated that we won't take any call regarding school and college reopening now,we will see the covid condition after Diwali and then pass then official notice.
So it's not confirmed yet that the college will reopen or not after Diwali in Mahrashtra.
