For Bangalore Medical College, for sessions 1 and 2, the closing Rank 2019 was 2511 and 3512.
The closing rank for 2020 was around 4.5k.
The closing rank for 2021 was around 2k.
It is better to get around 2k rank for a safe side for a general student for surgery. A score of around 500 is required.

Hope you are doing great ! Class 12th marks doesn't matter in future . They don't decide your profession ,if you work hard and have interest in becoming a doctor then definitely you will be a doctor many great people are there who achieved their class and they had less marks in academic , Also there is a quote " A single sheet of paper can't decide your future !
Just be dedicated and devoted and work very hard .

As you have already mentioned that you completed your class 12th from Arts stream, So No you are not eligible to appear in NEET examination. To be eligible to appear in NEET examination, you should have passed 12th standard or an equivalent examination with Physics, Chemistry and Biology subjects from a Government recognized board.
So, being a 12th standard Arts stream student, you are not eligible to apply for NEET examination.
