No,you can't give your NEET exam.Candidates studying or those who have studied in the National Institute of Open Schooling (NIOS) were not eligible to apply for the medical entrance exam. Similarly, those with Biology/Biotechnology as an additional subject (PCMB) will also not be deemed fit to apply.
To be eligible for NEET exam candidates must have passed 10+2 or equivalent with Physics, Chemistry, Biology/Biotechnology and English as core subjects from a recognized board.

Well the short answer is YES, Anybody can become a doctor if you have a strong will to be a doctor then nobody will stop you. Just do it!
See, for those who have weak self can also become a doctor. There is no such issues while learning doctor. Many people will tell you that doctors need to operate and look inside human body and also do transplants, touch real organs and all that stuffs. But it is the individual who makes sure to do whatever they wish.
So yes anybody can be a doctor.

In order to appear for NEET UG entrance exam, candidates must have minimum education qualification required and age limit which says candidates must have minimum 17 years age on or before 31st December in the year of taking admission. There is no upper age limit.
Candidates must have passed in Physics, Chemistry, Biology or Biotechnology and English as core subject in 10+2 or equivalent exam.
General Category or Unreserved Category candidates must have minimum 50 percentage, OBC/ SC/ ST Category students must have 45 percentage and PwD Category candidates must have minimum 40 percentage in 10+2 or equivalent exam in relevant stream and subjects from a recognised Board or College.

According to the neet educational eligibility criteria, candidates must have completed a 10+2 or similar programme with core subjects of physics, chemistry, biology/biotechnology, and English from a recognised board. Aspirants who have completed Class 12 or equivalent are also eligible to apply for NEET. So as you have completed class 12 with commerce and have not completed these core subjects, unfortunately you are not eligible for NEET exam.

To become a registered physiotherapist (physical therapist or PT) in Canada, you need to complete a degree in physiotherapy (BPT or MPT). After completing a degree in physiotherapy, you need to pass Physiotherapy Competency Examination.
Your degree in PT in India is not recognized in Canada, which means you will have to do a course in PT in Canada to qualify for the physiotherapy jobs.

So with regard to your query, if you wish to become a doctor, you need to pursue PCB in your 12th, later on you must give NEET exam which is conducted every year. Later on after getting MBBS seat and completion of the course. You need to do specialization in Medicine or DNB course. Further you must do specialization in D. M. Neurology to be a certified specialist doctor in neurology.

Now what's MBBS degree :
It stands for Bachelor of Medicine , Bachelor of Surgery .. which is a 5year duration course (including 1 year internship) .
Eligibility :
After MBBS , you can be known as General Physician . If you want to be a specialist doctor or want to be a surgeon , then you have go for Masters in Medicine (MD - Doctor of medicine) or Master in Surgery(MS) through NEET PG Entrance exam .
