No you cannot ( as mentioned by your question because in migration course change is not allowed ) change your college by the process of internal migration as if you are changing from one college to another then the college into which you want to take admission must have that course available which you are studying right now and you can only take that course in the college into which you want to take admission.
Also there must be a vacant seat into the college of the course which you are studying right now, then only you will be getting no objection certificate from the principal office and then further processes will be done.

DU JAT exam is conducted for admission to different courses. And the cutoffs are different for different courses and categories.
F or admission in BMS courses, you can expect a seat in aryabhatta college as you do not have chances for SSCBS and KMV.
For admission in BBE you can expect a seat in Br ambedkar college
And for admission in BBA, you can expect a seat in keshav mahavidyalaya.

There is a pretty decent chance of getting an admission in an average, if not good, college since the eligibility criteria for MA Political Science through merit in University of Delhi is that the candidate applying should score more than 60% marks or above or equivalent, in case you have completed your bachelor's from University of Delhi itself.
However, if you have completed your graduation from some other university and belong to general category, it may be difficult for you to seek admission this year.
