Yes, you will be allowed to enter the next semester even if you fail in 3 exams in your 4th semester in DU. These 3 failed exams will be considered as back paper which you will have to give again in your even semester till then your marksheet will have failed subjects and once your marks are replaced after giving your examinations, your marksheet will show a * that will indicate that you have appeared for the exam again.

Hope you are doing well ! Before 1 or 2 year it was not allowed to do dual degree at the same time but now it is allowed . You can do both but the timing should not be clash also don't show both degrees anywhere together show once According to situation.
UGC has allowed students to pursue dual degree at the same time . Students will be given a choice to pursue the degrees in physical mode, hybrid mode or online mode.
