see mechatronics engineering is a interdisciplinary streams and considered under the child trade of Mechanical engineering. generally students who has completed diploma in mechanical engineering are eligible to apply for b.tech in mechatronics engineering. after completing your diploma in electrical and electronics engineering you are eligible to apply for b.tech in eee/ electrical engineering. however the eligibility criteria may differs as per institutions. so before apply to any college check their eligibility criteria.

see most of the psus has eligibility criteria of 60% marks in graduation with gate score , and same type of criteria is true for m.tech eligibility criteria. so even if you have secured 45 out of 100 in gate score, you have very less chances to get selected for psus or m.tech program in top notch IITs. however you may go for private colleges, since you have qualified gate you will be eligible for scholarship also.

Are you asking previous year cutoff of electrical and electronics engineering in NIT Goa for Home state general candidate or cutoff of this year(2021)?
Well, I will answer these both questions.
See, you must know that cutoff of JEE Main 2021 has not been released yet so obviously cutoff for 2021 session in NIT Goa has not not be released. Out of four sessions of JEE Main, only two sessions February one and March one has been held, and two sessions are still on hold, so there is no result or cutoff declaration yet happened. Because of the covid-19 pandemic, the April and May sessions was postpone to undefinite time.
